Why do i feel that i have stopped growing ?

listen i m 15 yrs old and still 5 "6" or 5 "7" . i was the same when i was 14 and also when i was 13 . is it my growth plates ? how do i know if they r closed ? also i wanna reduce my weight i am say 77 kgs
