By the measure you describe, Bush was a 'progressive' on immigration too. The issue of illegal immigration has to be addressed, one imagines, and it was not something that the Bush admin really wanted to deal with. I'd say the talks have little to do with any supposed Obama 'dream' you've basically invented to sound sensationalistic, merely a starting point to decide which way to go.
