WHERE CAN I GET A CO-SIGNER FOR A STUDENT LOAN?

my wife was approved for a nursing program and the government grant covers all but $8500. She is approved thru wells fargo for a loan but needs a co-signer because she's from the philippines and not yet a u.s. citizen. My credit isn't good enough and we don't know anyone else that could help. any advice would be appreciated
