Why is my comcast routed to 2 poles (ie., Chamblee and Decatur)?

Poles are igned by numbers, according to geographic area. Each residential account is just supposed to have one (ie., D9085), but mine has two. Bills have been pretty high, there is just ONE outlet with ONE known box, my settings frequently change without me touching the remote, and Comcast cannot provide me with an acceptable reason for these issues.
