Confused about international extradition order?

The Honeymoon killer was extradited from Australia yesterday. Alabama wants to try him for his wife's murder. I read in the news article that California Gov. Terminator himself issued an extradition order for the killer. How/why would California have any concern or jurisdiction over this matter. I was perplexed because wouldn't Alabama's Governor issue the extradition request? Why would the California governor issue the extradition order
